German Bundesrat Calls for Doubling Green Hydrogen Fuel Quotas

Germany’s Bundesrat, the upper house of parliament, has called for the planned targets for green hydrogen-based fuels between 2030 and 2034 to be doubled. The council warned that the current targets, if left unchanged, could result in billions of euros of investment in hydrogen infrastructure becoming stranded, as companies may face insufficient demand to justify the costs of new facilities. By proposing higher quotas, the Bundesrat seeks to ensure that Germany’s ambitious climate and energy goals are effectively supported by both policy and market conditions. The recommendation emphasizes the need for a clear and robust regulatory framework to accelerate the adoption of green hydrogen across sectors such as transport, industry, and energy production. Doubling the quotas is intended to stimulate demand, encourage investment in production and storage facilities, and strengthen the economic viability of hydrogen projects. The Bundesrat highlighted that a stronger commitment to hydrogen-based fuels would not only help Germany achieve its emission reduction targets but also position the country as a leader in the global transition to low-carbon energy. Greater quotas are expected to provide investors and operators with long-term certainty, enabling more strategic planning and reducing the risk of stranded assets in the rapidly evolving energy market.
