New Space Strategy of France 2025-2040

French President Emmanuel Macron unveiled France’s new 2025–2040 space strategy during the inauguration of the new French Space Command headquarters in Toulouse. He warned of the growing “brutalization of space warfare,” stressing that space is now a combat domain essential to future military operations. The strategy aims to prevent France from falling behind global competitors by giving the military more aggressive capabilities to defend and protect French satellites. The new 11,000-m² Space Command base (BA 101) will serve as the operational core for France’s civilian and military space activities. 1. Strengthen Satellite Protection & Defense • Develop technologies that can detect, track, and respond to hostile actions in orbit. • Design satellites with enhanced resilience, including anti-jamming and anti-spoofing systems. 2. Support Dual-Use (Civil + Military) Capabilities • Manufacture systems that can serve both civilian and military missions, aligning with Macron’s unified approach. 3. Increase Autonomy in Critical Space Systems • Prioritize sovereign French or European supply chains for space components and launch capabilities. 4. Advance Space Situational Awareness (SSA) Tools • Provide high-performance sensors, software, and analytics to monitor activity in orbit. 5. Develop New Counter-Space Capabilities (Defensive) • Create technologies enabling France to defend satellites, such as: o Laser-based protection systems o Electromagnetic countermeasure tools o On-orbit maneuvering systems 6. Accelerate Innovation & Rapid Production • Deliver faster development cycles to match global competitors (U.S., China). • Expand R&D in AI, robotics, and miniaturized satellite platforms. 7. Collaborate Closely with the New Space Command • Align products and systems with operational needs defined by France’s Space Command at BA 101.
